These aim to lower the complexity of the model while also minimizing the sum of the squared errors of the model on the training data (using conventional least squares) (like the number or an absolute size of the sum of all the coefficients in the model). These techniques work well when your input values are collinear, and ordinary least squares would overfit the training set.
